Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I applaud your efforts to curb the problem of unsolicited commercial email. However I am troubled by the requirement of supression lists. Due to the potential damage to business and consumers alike, and the costs and technical challenges of implementing this idea, that I feel I must urge you to reconsider this matter most carefully. Requirement of the use of suppression lists will cause irrepairable harm to many legitimate ezines on the internet. My main concern is for irrepairable harm to publishers who require permission from the consumer prior to adding them to any list. These people are not the intended targets of the CAN-SPAM act, but this requirement will put almost all them out of business. This requirement will also harm consumers, because there is no way of knowing their intent when they unsubscribe from a list. On top of that, there is no way to keep these lists out of the hands of spammers; all they have to do is sign up for an affiliate program and the list is in their hands. This will lead to much more spam, not less. I personaly investigated this issue, and was shocked at the harm this can cause consumers, and urge you in the strongest possible terms to not implement supression lists now or in the future.
