Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I understand and appreciate your work to slow the advance of unsolicited bulk email. However, I'm very concerned about the requirement for merchants to maintain suppression lists. This is a VERY dangerous idea. Requiring the use of suppression lists will negatively impact many of the legitimate publications available on the internet (possibly permanently). Specifically, the harm to publishers who require permission from the consumer before adding them to any list. Those publishers are not who CAN-SPAM was designed to put out of business, but this requirement will probably have that effect. There's also the potential for very real harm to the consumer, because of the problem of properly knowing their intent when they unsubscribe from a list -- some people do that every time they go on vacation. Just because someone unsubscribes DOESN'T mean they have an opinion about what was published in the email. The potential problems this ruling could involve are huge, and I urge you to please reconsider its implementation in light of these problems. Sincerely, Jay Jennings Washington, USA
