Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I'm grateful for your efforts to curb the problem of unsolicited bulk email. However, I am alarmed at your proposal to require merchants to maintain suppression lists. There are many problems and costs associated with this idea, which could cause much damage to consumers and businesses alike. I urge you to consider this matter most carefully. Requirement to use suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. I personally subscribe to and enjoy several weekly and monthly publications that, I find invaluable to my business and I would feel a great loss if unable to access the information. These individuals and businesses are not who CAN-SPAM was designed to remedy, but this requirement will very likely cause their harm. There is also the potential for significant harm to consumers, due to the problem of properly knowing their intent when they unsubscribe from a list. In addition, these suppression lists could easily fall into the hands of spammers, creating more spam rather than less. I am very alarmed at the potential problems this ruling could involve, please reconsider its implementation carefully. Respectfully, Terry Matthews Illinois, USA
