Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I appreciate your efforts to end the problem of unsolicited bulk email. However, I am concerned about the requirement. There are many problems and costs associated with this concept, and it will damage consumers and businesses. I feel I should consider this carefully. Requirement of the use of suppression lists will seriously damage many of the legitimate publications on the net. The rulling will harm publishers who require permission from the consumer prior to adding them to any list. This is was not what CAN-SPAM was designed to put out of business. This requirement will effect legitimate businesses. Also this rulling will do significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. These suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I urge you to reconsider its implementation in light of these major problems that could extremely damaging to the free enterprise system. Respectfully, W. White Dallas, TX
