Re: CAN-SPAM Act Rulemaking, Project No. R411008 To whom it may concern, I am a beginning internet marketer having just launched my first product in a legitimate information publishing business. I am very worried about the implementations of your Act for my business. I have learned a very large percentage of what I know through receiving educational email over the last year. I have also received some SPAM, but the SPAM would be less than 5% of the educational information. I am less concerned about the impact your decision will have on my e-mail marketing than the fact that I may be 'cut out of the loop' and will fail to receive valuable information on a daily basis. In fact the single most important factor in the launching of my business occurred as a direct result of me receiving a commercial e-mail. I am worried that the big Spammers will just find a way around your regulations, and the small one-man and family businesses will inevitably be the ones to suffer. Please consider us very carefully in your decision. Frank Mullen
