I think overall, CanSpam is sufficient. However, enforcement continues to be a problem. Here is a suggestion to step up enforcement: In many spam cases, spammers are paid by web site owners for each click through to the owner's web site they develop. I would recommend severly fining web site owners who use spammers that violate CANSpam. Think once these easy to find and prosecute web site owners have suffered financially, they will end the practice of paying spammers, or at least use people or firms that are in compliance with CANSpam.
