I feel that it is most important to comment on issues pertaining to opt-in/opt-out. I feel opt-out has been ineffective along with self-regulation. Consumer should have the right to choose who they recieve commercial email from. An opt-in stance would handle this. In regards to opt-in, web users shouldn't have to opt-in to advertisement to use the web for practical day-today uses. (i.e "you must agree to recieve adverticements from our sponsers to confirm your request"--contract of adhesion) Commercial email should require a link to the FTC web site to report spam. The national do not email registry should include a resonable time in which a commercial emailer can send you advertisements and MOST IMPORTANTLY the FTC needs to address privacy. The US should adopt EU privacy policies.
