In review of the CAN-SPAM ANPR I recommend that congress review the concerns expressed by the International council of Online Professions. There is much clarity that needs to be addressed in the CAN-SPAM rulmaking process. If the law is clearly identifiable in it's requirements and the current loopholes closed this law would be beneficial to both consumer and business organizations. During this comment period I urge congress to consider the overall economic impact business has to our economy, whether by micro-businesses or by fortune 500 companies. If current loopholes are closed and clarity can be brought into the law then SPAM as we know it would be reduced to a controllable amount and those producing and sending SPAM could be shut down for illegitimate business practices. If however this is not obtainable then through legislative loopholes we will continue to see an increase in the amount of SPAM we receive daily in our mailboxes and a decrease in the amount of legitimate email.
