Totally in favor of a "Do Not Spam" Registry. Since the Do Not Call registry has been in effect I've only received 1 unsolicited phone call. However, there is a problem with the Do Not Spam registry and it's the same issue that applies to the opt-out provisions. I never use opt-out as then the spammer knows that the email address is valid and sells it a number of other spammers. And I think that this will happen with the Do Not Spam registry. It will give spammers a list of valid email addresses. But it's still worth a shot. I've done a lot to eliminate the amount of spam I receive but still receive hundreds a day. It is a hassle.
