You probably confused 99 44/100% of the people who come to this form. Just create a rule that a user can say, "Don't send me anything unless I have done business with you, made an inquiry to you. I'll take my chances with this type of a set up. If the don't phone me policy works, then I would like the don't email me policy. The best rule would be, jail time if an email cannot be returned with a guarantee that you would be removed from any list that caused one to receive that email.
