Because technology allows the spammer to skirt the laws by changing a "sender" so easily then every effort should be made to ID and plug those sources of unwanted adds. If I accept e-mail from a source gthen I am guilty in part, but if I happen upon a site should not make me a target for junk mail of any kind.
