Hidden worms that are attached to "advertisements", or attached to visited websites (buttons that are clicked etc), should be considered as violations of the ACT and treated as vicious SPAM practice. A National registry of Do Not Email should be established with HEAVY penalties ( $1,000 after the first violation and up to $10,000 for each additional violation).
