I am very skeptical that effective enforcement can be accomplished with the can-spam act. A Do Not Mail registry sounds more like a free list of email addresses for violators to use and abuse. If there is a system for reporting violators that rewards the informer or, more importantly, stops the offenders then that would be helpful. But I think these violators will continue to changes addresses, email names, etc to continue to send unwanted spam without consequence.
