When a complaints been filed formally against a spam company the receiver of the spam has the right to access to the spam company records for verification of the transmissions. The person forwarding the commercial message should be responsible to the senders for the message. If repeated violations occur then the recipient should have a lawful method to cause the sender to stop and to be able to receive compensation for the multiple flagrant acts.
