Penalties should flow from failure to execute opt-out orders in a defined time frame. Information from opt-out orders must not be used by any other commercial e-mail sender to initiate new messages. "From" and "subject" lines should be standardized to facilitate identification of commercial e-mail or spam and also to facilitate their filtering by e-mail clients.
