Require the subject line of commercial emails to contain the word(s) advertisement or promotion where no other purpose is included in the message. Make sure that you do not add any national op out lists to check as this puts a huge burden on small businesses seeking to attract new customers. Small business can work within their own lists to allow op out. Small business needs the ability to create relationships with other small businesses who provide their emails on public web sites. As long as the op out is provided I ask that you don't close this avenue to small business useing email to expand its marketing to other businesses with similar interests.
