As you are aware most spamers can be stopped via a spam filter. The ones that need to be addressed are the sites that attach cookies or markers after you have been to their sites. Also any programs that a person downloads that have cookies or request for spam need to be addressed. Ie. commercial internet providers, various "free" programs, and various paid programs.
