This is easy to stop if you wanted to do it. Require everyone to identify themself to their ISP, and agree to pay any charges that result from an email. Then let every receiving party deside if they want to read the mail for a fee of $1. paid by the ISP It would stop before it started. I do not think you are serious about stopping spam.
