Any e-mail that has a primary purpose to direct you to a commercial web site, which profits the sender, should be considered commercial. If in fact the e-mail is commmercial in nature, there should be a required code in the subject line, such as "CE" (commercial e-mail). People who do not want commercial messages could configure most e-mail programs to delete or filter these messages into a different folder other than "in box".
