In addition to the CAN_SPAM Act, e-mail servers should be required to be electronically "certified" as in compliance with the Act. If a server is not electronically certified, then the e-mail does not get passed on. This would eliminate servers outside the jurisdiction of the FTC from sending SPAM to e-mail addresses inside the US.
