Comments:
Cascading or persistent pop-up windows resulting from clicking a link in an email should be specific violations. However, I don't believe there is an effective way to regulate email, particularly since most of it is sent through foreign servers and/or has spoofed routing information. I have received email on which the headers will not open in my email program, making it impossible to identify the routing information.
