I do not believe that an "opt-out" model is the best. The presumption should be that people have not opted in. If yhis were the law and everyone had to say "please opt me in", no more regulations would be required. In addition, since US laws cannot be enforced overseas, telecos should be required to filter out non-US sites unless they have agreed to be subject to US laws in US courts.
