While I feel that the Act is well intentioned, I feel that it will have little effect becaues the issueres of sapm will simply move off shore where they are beyone the reach of the US laws and continue to overwhelm us with spam. The major advantage to the internet is that it is free and uncontrolled by the various governments and this is the major drawback when it comes to spam. The US can regulated what is done within the confines of the it's borders but can not control what is done outside them. The internet is not like the postal service, where all incomming mail must pass through the governments hands. I don't think that anyone can tell you where a person is operating from based on his e-mail address. I personally feel that you are tilting at windmills.
