Comments:
A. The majority of the unwanted spam is sent under cover of specific identity, thousands of different identities, same sender , none of whom I know. I can't block that because the identities change constantly. Any specificsender should be limited to a specific IP address. Once identified and blocked I should receive no more mail from them until I unblock them. E4 The major difficulty over all is apparently clarity of identity. I should not have to block a particular message from a particular company or individual more then once. The problem I see with the act is the amount of weaseling that is allowed by the spamming companies.
