This whole idea will not work. Spammers will delight in getting the "no-spam" list which they will bombard with unwanted emails by using untraceable addresses, using zombie computers they have set up with viral and trojan programs. There are sufficient anti-spam programs available on the market now that will stop 85-90% of the spam being currently sent. That is good enough. The government intrusion into this situation can do nothing but make the situation much worse for spam recipients.
