“Aggravated Violations” should include "mail bombing" (i.e., multiple sending of the same UCE message to the same email address within a given short period of time). “Aggravated Violations” should include ANY sending of obscene and/or pornographic content without regard to the legal age or desire of the recipient to receive such mailings.
