D1 There should be severe(civil and criminal)penalties for any person or business owner or manager who receives an opt out message and conveys that email address to another party other than the business advertised. If the business advertised fails to comply with the opt out message or conveys the email address to another party, then the referring business should be subject to severe penalties. Opt out responses should work 100% of the time.
