Comments:
In the age of the internet it is quite easy to hide the true identity of the sender of SPAM. Additionally, SPAM might originate in a foreign locale, making enforcement difficult if not impractical. I believe that the entity/business being promoted should be as equally responsible for the consequences of SPAM. Additionally, ISP's need to be more dilligent through technology in blocking SPAM. HOWEVER, the ultimate weapon in fighting this menace is the recipient. If ALL SPAM were deleted and not replied to, it would soon loose its effectiveness.
