I believe here should be severe penalties for Spammers who repreatedly list erroneous opt-out addresses, urls, or fail to implement opt-out links/procedures listed in the emails. ISP Responsibilities There should be additional pressure placed on ISPs to recogniize/regulate spam traffic, with incentives for effectiveness. nthey should be required to use their resources and ISP connections to share Spam abuse information. ISP should establish one "clearing house" address to report repeat(!) offenders.
