We need a do not email registry. A reward should be in place for those who report over a specific amount of violations. This reward could be a discount at a computer store. I have seen no difference in the amount of spam my wife and are receiving since this law went into effect. Filters need to be in place blocking emails which contain invalid return or reply to addresses. Serious consequences need to be in place for those who steal and use real end user's addresses without their permission. The government should provide a software filter free of charge that is updated regularly. ISPs should ask all their customers permission to block spam. The only way to solve this problem is for all of us to work together.
