How about a definition that sexually explicit solicitations to e- mail addresses that end in well known endings belonging to governmental entities such as ci.city name. state.us. (example "ci.austin.tx.us" such as an employee of a city, county, or state are considered "aggravated violations," It would save government much money because public employees spend an inordinate amount of time deleting and opting out and creating all kinds of filters to keep from continuing to receive these type of unwanted solicitations. Just take a look at the garbage with which we are assaulted daily. .
