Implimentation: A number assigned by the Act should appear in each ad. The failure to have such a number or a fake number is a clear violaion of the act. Effectiveness: Major fine for first instance of violaion Prison for second violaion. Suspected violaions should be forwarded to gov't agency responsible for enforcement. GET TOUGH!
