The opt-out mechanism simply gives the spammers a verified e-mail list to sell to the next spammer. Unless the law specifically forbids the selling, leasing or distribution of such lists, this law remains a farce. A system needs to be put in place to warn, then penalize owners of open mail relays, with a method of correcting the inevitable mistakes in a timely manner. The spam rate in my various mail boxes has increased since this ineffectual law was passed.
