National Do Not Email Registry will only increase costs that ultimately must be passed to the consumer, and will not stop spam. Spammers violate laws now, legitimate marketers provide opt out requests to accomodate individuals based on their specific wishes. Enforce the existing laws to stop spammers. Rewarding those that report violations will only lead to excess abuses that cost all marketers. Can Spam has provided new teeth to reach abusers. Legitimate marketers comply, and provide an opt out for each recepient of their messages, do not increase their costs with a National Registry, Spammers won't use it anyway.
