DNE registry is essential. SPAM has been worse since Jan 1 '04; CAN-SPAM watered down certain state laws that were tougher and for which spammers had been preparing. F.1. Effectiveness & Enforcement reporting is essential. One can only hope such reports will be objective and avoid the tendency to make the responsible bureaucracy look better than conditions warrant.
