However, myself andmany other legitimate businesses can see the use of a suppression list by a merchant as alarge dilema. I feel that the use of such a list will harm, notonly legitimate businesses that follow all of therules, but also harm consumers substantially.I'm also concerned that these suppression listscould be accessed by spammers, resulting inmore spamming.
