Re: CAN-SPAM Act Rulemaking, Project No. R411008Commissioners,I appreciate your efforts on the part of the consumer but I am very concerned about the proposal for merchants to maintain suppression lists.This does nothing to curb spam in the long run and puts an expense burden on the part of legitimate companies like ours.Your proposed requirement will seriously jeopardize many of the legitimate publicationsavailable on the net. My concern is for harm topublishers who require permission from the consumers prior to adding them to any list.You will be unwittingly targeting the good that many companies do on the net.There's also the potential for significant harm toconsumers. I am not so naive to think that spammers will not acquire these lists and the result could be more spam.I urge you in the strongest possible terms to reconsider its implementation in light of these issues.Respectfully,Jeff Benjamin
