However, I have serious concerns regarding your proposal to require merchants to maintain and distribute op-out lists.The potential impact of this idea has far reaching (and possibly devastating) implications for consumers and businesses. Maintaining and distributing these lists represents a large additional burden for businesses, particulary small businesses.
