To the Commissioners,I appreciate all the work you are doing to eliminate unsolicited bulk email. But I'm concerned aboutthe proposed requirement for merchants to maintainsuppression lists. The additional work and costs associated withthis idea as well as the damage done to consumers and small businesses like ours compel me to urge you to consider alll side s of this matter most carefully. The required use of suppression lists willseriously effect many of the legitimate, informative, and enjoyable publications available on the net. I am specifically writing about the negative effect onpublishers who not only ask but REQUIRE the consumers permission to receive informationbefore they add any email address to their list. These publications and the companies that email these publications to their consumers (who want the publications emailed to them) are not the kind of companies that CAN-SPAM was designed to put out of business. However, without doubt, these companies will not only be harmed but will probably be put out of business. There's also the potential for significant harm toconsumers, because of the problem of properly knowing their intent when they unsubscribe from a list. In addition, it is most likely that spammers will find a way to get ahold of the suppression lists which will result in even more spam! I want to be sure that you understand the potential problems this ruling could involve, and BEG you in to reconsider its implementation. Respectfully,Laurel Brown Rutland, Massachusetts
