Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I'm thrilled with your efforts to get rid of the rampant unsolicited bulk email problem. But I must express my concern re: the proposed requirement for merchants to maintain suppression lists.As a marketer in a responsible, legitimate organization that relies so heavily on electronic communication with our subscribers and club members, I fear the problems and costs associated with this idea. I urge you toconsider this matter with companies and organizations like ours in mind. Please don't make the spammers victorious in destroying the entire communication channel, causing those of us who legitimately rely on this channel to suffer.Requirement of the use of suppression lists willseriously damage many of the legitimate web publishers who require permission from the consumer prior to adding them to any list and abides the strictest opt-out and privacy policies.They're not who CAN-SPAM is meant for, but they will likely suffer as a result of this proposed element of the act.Maybe even more importantly, there's also the consumers themselves to consider. Can we really control what happens to that email address when they unsubscribe? These suppression lists could, and likely would, fall into the hands of spammers, leading to more spam instead of less.I am seriously concerned with the problems this ruling could result in and urge you to please reconsider its implementation in light of these problems.
