Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I congratulate you on your efforts to curb the problem ofunsolicited bulk email. However, I am extremely concerned aboutthe proposed requirement for merchants to maintainsuppression lists.There are so many problems and costs associated withthis idea for business owners, and so much damage done to consumers andbusinesses alike, that I am asking you toconsider this matter most carefully.Requirement of the use of suppression lists is going to seriously damage many of the legitimate publicationsavailable on the Internet. My specific concern is for harm tolegitimate publishers who require permission from the consumerprior to adding them to any list.These publishers are not who CAN-SPAM was designed to put out ofbusiness, but this requirement alone will very likely havethat exact effect.There's also the potential for significant harm toconsumers, because of the problem of properly knowingtheir intent when they unsubscribe from a list. On top of that, these suppression lists can and will fall intothe hands of spammers and that will only lead to significantly more spam not less.The potential problems this ruling could involve, will be devastating for all legitimate businesses who carry out their business on the Internet, so I urge you in the strongestpossible terms to reconsider its implementation in light of these problems,Respectfully,Glen Hooke New South WalesSYDNEY AUSTRALIA
