Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I appreciate your concern about Spam and it's ramifications. I am worried about the proposed requirement for merchants to maintainsuppression lists.I think it's a very bad idea that would cause alot of problems to both consumers and businesses. I am urging you to re-think thisRequirement of the use of suppression lists willseriously damage many of the legitimate publications available on the net. One of my concerns is for the problems publishers will face who require permission from the consumer prior to adding them to any list. This requirement will adversely affect many legitimate businesses even though they are not the ones that Can-Spam is going after. I think damage will be done to legitimate businesses, who the Can-Spam is not targeting.Consumers will also be adversely effected as well. Who knows what they were really thinking when they unsubscribed? It might even lead to more spam from unscrupilous spammers who got the list. Please reconsider the implementation of such an act and the adverse effects and potential of hurting us, the little people with legitimate businesses. Please don't do it!!!Very Respectfully Submitted,Elaine F. MartinGurnee, Illinois USA
