Honorable Commission Members:I am writing to express my deep concern about the rules proposed under Docket Id: 3084-AA94.I am a professional grants consultant, with a practice in Austin, Texas. Additionally, I train grantswriters with classes over the Internet.I send a newsletter by email, and this is my primary source of students. Only persons who have requested it receive email from me. However, it appears I would be affected by this rule, as would thousands of other legitimate business persons.The Internet is a new medium, and the decisions you make now are critical. I support efforts to control the onslaught of unsolicited email, particularly pornographic email. I have children, and I would prefer not to receive spam. Please take care, however, that while you are attempting to protect citizens from spam, you don't restrict the commercial possibilities for those of us who are using the Internet in a highly positive way.Students who learn of my work through the Internet - through that free flow of ideas and communication - are creating community services all over the world. If these proposed rules take effect, my ability to foster such efforts will be severely curtailed, and my ability to continue creating a prosperous business for my family will be adversely impacted.Thank you for your consideration.Sincerely,Jillian Coleman
