But, I am concerned aboutthe proposed requirement for merchants to maintainsuppression lists.It is difficult enough to operate a business in the US without moreRegulations. More regulations complicate and are not needed. Go after the spammers not legitimate business. There are so many consequences and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to consider this matter most carefully. Requirement of the use of suppression lists willseriously damage many of the legitimate publications and other ligitimate entrepreneurs on the net. My specific concern is for harm to publishers who require permission from the consumerprior to adding them to any list.They're not who CAN-SPAM was designed to put out ofbusiness, but this requirement will very likely havethat effect. These laws could do harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. In additionto that, spammers could obtain these suppression lists leading to more spam instead of less.I was quite surprised at the potential problems thisruling could involve, and urge you in the strongestpossible terms to reconsider its implementation in lightof these problems,Respectfully,Larry Vezakis RVClifton Colorado
