Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I fully support your efforts to curb the problem ofunsolicited bulk email. However, I am extremely concerned about the proposed mandate which will require merchants to maintain suppression lists.There are numerous problems and costs associated with this idea, and so much harm done to consumers and legitimate businesses alike, that I feel I must strongly urge you to consider this matter very carefully.Requirement of the use of suppression lists willseriously damage many of the legitimate publications available on the net. My main concern is for damage to online publishers, such as myself, who require permission from the consumerprior to adding them to any list.They're not who was designed to put out of business, but this requirement may very likely have that effect.There's also the potential for significant harm toconsumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less.Even with the recent implementation of the CAN-SPAM act I spend quite a bit of my already limited time sorting through legitimate email and sp*am.I was quite shocked at the potential problems thisruling could involve, and strongly urge you to reconsider its implementation in light of these ongoing problems.Legitimate businesses and individuals should not be subject to suffer damages because of the activities of spammers and the like.Respectfully,Louis F.
