While reasonable attempts to reduce or eliminate SPAM are appreciated, the proposed requirement for merchants to maintain suppression lists is a bad idea.There are lots of problems and costs associated with this idea, and in the end only consumers and legitimate businesses will be impacted - but negatively.After careful examination of this idea, I now urge you to re-consider this matter most carefully.The proposed suppression lists will seriously damage many legitimate online publications, even publishers who require permission from the consumer prior to adding them to any list will be negatively impacted.Surely these are not the intended targets of CAN-SPAM. This requirement will certainly damage these businesses. Many will shut down altogether.There's also the potential for significant harm toconsumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less.Again, I urge you in the strongest possible terms to reconsider implementation of supression list requirement.There has to be a better way.
