Re: CAN-SPAM Act Rulemaking, Project No. R411008To the Commissioners,I apreciate your efforts to curtail the problem ofunsolicited bulk email. However, I am greatly concerned about the proposed requirement for merchants to maintain suppression lists.There are so many issues withthis idea, and so much damage done to online productive and eCommerce, that I feel I must urge you to consider this matter most carefully.Requirement of the use of suppression lists willseriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list.They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect on corresonding with my clients.There's also the potential for significant harm toconsumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less.Owning a small growing company eMail is the quickest and most effective way to work with my clients world wide. I my self am a web designer and would loose a large portion of business if I could send messages to my clients with web address in them to review their projects. Imagine the cost of phone call to the UK (where some of my clients are) $75 for 30 minutes. What does an eMail cost? Also imagine trying to build a corporate website for a client in California if all correspondance was reduced to postal mail and faxes because of such regulations.Again I thank you greatly for trying to put spammers in their place but please be aware what effects this could have on the economy because of those of us upstart businesses you could put out of business in the process.Thank You So Much.Respectfully,Frank E.
