Re: CAN-SPAM Act Rulemaking, Project No. R411008 FACTA Free File Disclosures Proposed Rule, Matter No. R411005 To the Commissioners, I'm very much concerned about the possibility of your misinterpreting the CAN-SPAM act to the detriment of legitimate businesses on the internet. If you require every person or business to create or obtain a "suppression list" before sending out any email, it would kill many good businesses because of the heavy burden of such an interpretation. Most legitimate businesses (but not spammers) are careful to get the permission of the recipients before they email anything, and always include on the email a way for the recipient to unsubscribe, even if they gave permission to receive that author's email. THAT'S the proper and sufficient way to prevent spam. Also, Microsoft and others are in the process of creating better-yet systems to send emails and cut out the spam We DON'T need any burdensome so-called suppression list imposed on us.
