Most email providers allow customers to set up specific or general rules governing email receipt and I question the need for the Federal Government involvement making even more rules governing this area and potentially invading one's privacy. Until the US Postal Service is similarly regulated, keep out of email. The email industry may need regulating to insure that all email address providers not issue/provide email access unless they can identify owners of that email address.
