To Whom It May Concern, The following are my concerns about Business Opportunity Rule, R511993. I have been a Quixtar IBO for 20+ years and my family and I have enjoyed many benefits as a result. Of course there is the obvious one of earning an income from home and being able to set my own schedule. But in addition, I was able to stay home with my children when they were younger and have a positive, powerful influence on their lives. There were many times when either other IBOs helped me work through situations or I gleaned information from the recommended books, tapes, and or CDs. For example, the books and tapes on the different personalities really helped me with my third son, especially. They helped me to understand why his room was such a disastor and what to do to help him keep it clean. There were the pleasures of tax deductible family vacations because we went to seminars in wonderful places like Hawaii or Disney World or Breckenridge, CO. Had it not been for this business, I know we wouldn't have been taking these types of vacations, because we never had the money to go and we were in a financial rut before I became an IBO. When I registered as an IBO, I saw the full marketing plan in a group presentation, met other IBOs who would be on my team, and was given a packette of information to take home for 48 hours. Included in that packette was information about the business itself (including a piece of literature known as the SA 4400 which reviews the marketing plan and average incomes of various levels in the business) and about people who are already IBOs. After 48 hours my sponsors came over and answered some of my questions, demoed some of the products and then I registered. We follow a similar process today although some people prefer to register on the spot. New IBOs know that if they aren't happy, they can have their money refunded. When I first started, there were no other IBOs in my area. If I would've had to supply references to my prospects, I would've had to get them from IBOs in other groups and this would have given them a chance to sponsor my prospects, thus "stealing" income from me. I would do all of the work, but they would receive all of the income. I also don't want my name, address and phone # given out to just anyone. When my personal IBOs use my name, I know where it is coming from and why. But for any one to have access to that information is frightening. If I would have had to provide a financial statement, I wouldn't have had one. When I applied to work at the chiropractor's office, I wasn't allowed to see what anyone else earned and I didn't show them my W2s from my previous job. That information is no one else's business. I think the literature that Quixtar provides about the average incomes is more than adequate. To have to wait 7 days to sponsor anyone would only be bad for everyone. The prospects lose interest and then we have to work twice as hard to get it back and sometimes it never comes back. Everyone loses. Then if they in turn have to wait another 7 days to start, they get frustrated. Who wants to wait 7 days to earn an income when you can start ASAP? There is no benefit to anyone to have wait 7 days. We refund an IBO's money if they aren't happy. This gives them a better respect for our business. To have to disclose all allegations opens a nasty can of worms. Someone could be mad at an organization and start making all sorts of untrue allegations, but we would have to share them. How are we to keep up with all of this false evidence? I understand you are attempting to get a handle on the fraudulent organizations springing up, but I think the current proposed rule doesn't come close to the mark. I would sincerely urge you not to even consider the rule. Why should we suffer when we have been doing everything legally and above board? Thank-you for your time and consideration.
